Welcome to the Miami Valley Fire/EMS Alliance website We are better known as the Alliance. Our organization was formed in 1995 as a Council of Governments under ORC 167. And I’ve got to say, we’re a one of a kind organization. Currently, we have 18 Voting/Full Members, four Associate Members, and eight Affiliate Members. The Alliance is the sponsoring agency for OH-TF1, a Federal and State of Ohio urban search and rescue team, Region 3 Rescue Strike Team, a team available in the OH Region 3 eight counties, and Dayton Regional Hazardous Materials Response Team, which responds in Greene and Montgomery Counties.


My name is Jackie Leland and I’m the Executive Director. I’ve been with the Alliance since 2002. When people ask me what I do, I like to say, “We save the tax payers money!” It usually gets a very positive response. During my career with the Alliance, we are constantly looking for ways to fulfill our mission by “Serving Those Who Serve Others”. Our Alliance Advantage initiatives are very successful. Working regionally is a large component of what we do.

The Communication Committee has re-worked the regional communication template twice in 10 years. The Mayday Training Trailer travels from station to station. Instructors have completed “Mayday Train-the-Trainer” classes. They instruct their fire department members on how to recognize a Mayday situation. Working with our partner National Testing Network, the Alliance hosts tests for entry level firefighters, law enforcement, promotional, and call taker/dispatcher. The Alliance provides first class Assessment Centers for ranks from Lieutenant to Fire Chief at a very affordable member price. In addition, help is available for ISO upon request.
